The decision on a dispute is made by the entity responsible for the payment. For credit and debit cards, this is the card issuer or card network (like American Express, Visa, or Mastercard). For other payment methods, such as PayPal or Klarna, their respective systems and internal processes determine the outcome.

Each payment provider has its own rules and processes for handling disputes. For card payments, the card networks define the "rules of the road," but the issuer makes the final call. For PayPal, Klarna, and similar platforms, the decision is based on their own review policies.
